For designing our content we use the popular OpenSource (free) content management system (CMS) Joomla.

There are many free templates available for Joomla online (google "Joomla template"). We use a template designed by YOOtheme which requires a one-time subscription but also gives you several nifty tools for Joomla. You can continue to use their templates and tools after your subscription expires, but you can no longer download new templates and tools.
